Summary of Results

Project summary

The aim and result of the CAVE project was to define the term “vulnerability” in the context of epidemics in a more comprehensive, inclusive and practically applicable way, and to take social, cultural and psychological factors into account in addition to medical indicators.

Building on this concept of vulnerability, the transdisciplinary project team developed a community engagement model for involving people in vulnerable situations in the crisis management of epidemics (CAVE model) as well as a vulnerability index for the geographical localization of regions and communities in Austria with an increased epidemic risk. The vulnerability index is available as a prototype of a web GIS tool that can be adapted to two epidemic scenarios and different vulnerability factors and can be used by authorities as well as medical-, social- and emergency organizations.

In a test phase, the two aid organizations Austrian Red Cross and Lebenshilfe Tirol used the CAVE model to carry out community engagement activities to improve crisis management at their work locations (care and support facilities) and developed emergency plans for crisis scenarios with the participation of management and employees as well as residents and their relatives. These plans were implemented by the technology partner safeREACH in an inclusive and barrier-free communication solution (alarm app).
